For additional information, please contact Lindsay Hall or Wendy March, Project Managers, or Robert Newsome, Public Information Officer, at (302)395-2600. ; The Department invites public comment on a proposal to clean up Operable Units 2&3 (OU-2&3) of the Chrysler Newark Assembly Plant Site located at 550 South College Avenue in Newark. OU-2 is approximately 27 acres; OU-3 is approximately 68 acres of the entire 272-acre Site. OU 2&3 are currently mostly covered with pavement and grassy, landscaped areas. OU-3 is the future location of infrastructure associated with creation of the University of Delaware's Science, Technology and Advanced Research (STAR) campus which will include buildings, underground utilities, access roads and parking. Due to the Site's past use for agricultural purposes, and most recently vehicle assembly, the Site soils in OU- 2&3 are contaminated with metals, volatile organic compounds, (VOCs), semi-volatile organic compounds (SVOCs), pesticides and polychlorinated biphenyls (PCBs) and the groundwater is contaminated with metals, VOCs, SVOCs, and pesticides. The proposed cleanup for OU-2&3 includes: capping of contaminated soils, removal of free product, active treatment of residual contamination, installation of a vapor barrier, implementation of a soil management and a long term stewardship plan, and recording an environmental covenant on the property deed.
