The proposed regulations can be found on the Delaware Office of the Registrarâ€™s website at: http://regulations.delaware.gov/register/september2012/proposed/16%20DE%20Reg%20251%2009-01-12.htm ; In 2011, the statutory authority for the Boiler Program was transferred from Title 29 to Title 7 and the program was formally placed in DNREC's Division of Waste and Hazardous Substances. DNREC is proposing changes to the Boiler Safety Regulations that incorporate this administrative change and remove references to the "Division Director of Boiler Safety." The proposed revisions also reflect an exemption for high pressure breathing air cylinders used by emergency response organizations as suggested by the Volunteer Firemanâ€™s Association; as well as definitional changes that allow third party inspection companies to inspect boiler systems or pressure vessels at uninsured facilities. Lastly, the regulations also add requirements for facilities that have their own boiler inspectors such as the Delaware City Refinery to establish their own quality assurance program. The agenda for the hearing will be as follows: *Introductions and Purpose of the Hearing; *Entering of Exhibits into the Public Record; *Summary of Proposed Changes to the Regulations; and *Opportunity for Public Comment.
