To request a Secretary’s Order requiring the performance of a remedial investigation, feasibility study and remedial action (RI/FS) addressing any releases of hazardous substances at the American Tank Trailer Cleaning Co. site.
For more site-specific information, please see DNREC-SIRS’s superfund site files database in DNREC’s navigator at or please contact the project manager, Greg DeCowsky at (302) 395-2600. ; In November 1999, DNREC issued a notice of liability to Steven Greb, owner/operator of American Tank Trailer Cleaning Co. (ATTC) in order to perform a RI/FS at the ATTC site, 535 S. Market St. in Wilmington, DE. The notice was based on evidence of the presence of hazardous substances including polychlorinated biphenyls (PCBs), polynuclear aromatic hydrocarbons (PAHs), volatile organic compounds (VOCs), arsenic and lead at the site. Although Mr. Greb signed a Voluntary Cleanup Program (VCP) Agreement with DNREC on November 9, 2000 in order to conduct the RI/FS, by June 25, 2009, no satisfactory progress was being made at the site and DNREC terminated the VCP Agreement. DNREC then began negotiating a Consent Decree to conduct the RI/FS and/or Remedial Action with ATTC, as an operator of the site and GPX, Inc., as the owner and parent company of ATTC. DNREC is also proceeding with an enforcement action, pursuant to §9109(a)(3) of HSCA, against ATTC and GPX, Inc., to require a remediation, as needed at the site.
