Purpose of the revision - change monitoring compliance of Reg. 1131 by Delaware registered vehicles. DNREC performs parking lot surveys, recording expired vehicles registrations and they are put in the I/M SIP to track compliance and are made part of the annual I/M report to EPA. The amendment will change methodology which compliance is monitored by removing the parking lot survey data from the report and replace it with expired vehicle registration arrest data provided by the DelJIS.
