Reg. 1124 Sects. 26, 27 and 36, Vapor Emission Controls at Gasoline Dispensing Facilities

Meeting Description  MEETING DESCRIPTION
The Department is planning to revise Regulation 1124 ( i.e., 7 DE Admin Code 1124) Sections 26, 27 and 36 which deals with gasoline vapor emissions at gasoline dispensing facilities (GDFs) in Delaware. DAQ has organized a review committee, with members from the regulated community and the public, to assist in this rule-making process. This is the fourth review committee meeting.
The first review committee meeting - August 29, 2013, committee discussed existing problems with DE’s GDFs and the necessity of implementing controls to address the problems. Second meeting - September 26, 2013, DAQ proposed performance-based standards for USTs and compliance schedules. The committee discussed the relevant issues and provided comments/suggestions. Third meeting - December 19, 2013, DAQ presented to the committee, for discussion/comments, a draft revision language which was developed from the discussion and comments in the second meeting and received after the second meeting. The fourth meeting, April 09, 2014, DAQ will discuss plan to fast track a change to address new GDFs, and continue analyses and discussions with stakeholders regarding next steps for the existing facilities. Two equipment vendors will present their technologies at the meeting. DAQ is reviewing the feasibility of requiring such technologies in a well-controlled GDF without Stage 2. ; In this fourth meeting, DAQ will discuss with the committee its plan to fast track a change to address new GDFs, and to continue analyses and discussions with stakeholders regarding next steps for the existing facilities.
