The purpose of the hearing is to provide the public with an opportunity to comment on the approved CAFO permit. State and Federal regulations require that a National Pollutant Discharge Elimination System (NPDES) permitting program for CAFOs be implemented in Delaware. In general CAFO NPDES permits, as provided in State and Federal regulations, are effective for a period of five years.
The draft permit, draft fact sheet, and Delawareâ€™s CAFO regulations are posted on DNRECâ€™s CAFO website http://www.dnrec.delaware.gov/wr/Information/Pages/CAFO.aspx. Hard copies of the draft CAFO permit and fact sheet may be obtained from DNREC or DDA. Comments may be submitted in writing by mail, fax, or e-mail to Brian Churchill, at DNREC, 89 Kings Highway, Dover, DE 19901, from October 28, 2015 until 4:30 PM on November 27, 2015, and/or in person at the hearing on December 3, 2015. The draft CAFO permit has been developed pursuant to 3 Del. C. Â§2201-2290 and 7 Del. C. Â§6000 et.al. and under DNRECâ€™s delegated authority from the Environmental Protection Agency.
